USIP: Politics of Security Sector Reform in Egypt

The United States Institute of Peace (USIP) released a special report on “The Politics of Security Sector Reform in Egypt.” The report found that security sector reform “hinges on achieving democratic reforms,” including the reconstitution of an elected parliament, the preparation of a new constitution, and respect for civilian authorities. Additionally, the report said that Egyptian President Mohammed Morsi must forge a wide societal consensus on the boundaries of the reforms and reach an agreement with military leaders if the security reforms are to be achieved. The report was written by Daniel Brumberg, senior adviser to the USIP, and Hesham Salam, a PhD candidate in government at Georgetown University.
