Arab League Considers Taking Peace Plan to U.N.
As the Arab League plans to meet in Cairo on Wednesday, the regional bloc is considering asking the U.N. Security Council to adopt a peace plan aimed at ending the violence in Syria. As the League has given the Syrian government until Wednesday to allow human rights observers into the country, Sheik Hamad bin Jassim bin Jabr al-Thani, said “the window for an Arab solution to the crisis was closing…If this matter is not solved in the weeks ahead, or couple of months, it will no longer be in Arab control.”
He further stated “we are not talking about military action but we will ask the Security Council to adopt the Arab initiative,” as the Russian ambassador to the U.N. proposed a surprise resolution that called on all sides to end the violence and begin negotiations. Meanwhile, 200 members of the Syrian National Council began a three day congress in Tunisia, as representatives from other Arab states and human rights organizations were expected to be there.

Remarkable information and facts! I have been searching for anything similar to this for some time these days. With thanks!
