Iranian Interests Section?

Senior officials at the State Department are debating whether or not to open a U.S. interests section in Tehran, according to Fred Hiatt of the Washington Post. The sticking point is how to put forward such a proposal without it being seen as a reward for bad behavior or as a sign of weakness to Iran, Europe, and the rest of the international community. The most likely scenario is one in which the interests section is paired with a new set of sanctions, so U.S. resolve is not seen as wavering.
